现代物流业形成发展机理与推进策略研究

【摘要】 随着物流概念在我国的传播,人们对物流的认识不断深化,企业和各级政府发展现代物流的积极性和主动性也在不断提高。但由于我国的国情同欧、美、日等发达国家不同,完全照搬别国的经验和模式往往难以取得满意的效果。在发展现代物流的过程中,我国企业和政府都面临着具体实施方法不明确、找不到切入点的问题。为此,我们必须对国外物流理论和实践的成果进行消化、改进和吸收,从各种成功的案例中找出其共同的规律,弄清现代物流业形成和发展的一般机理,并结合我国的具体实际,开发出符合我国国情的物流管理和运作方法,以指导我国现代物流业的发展。 首先,在探讨物流内涵、分类、价值与功能要素的基础上,指出了现代物流的基本特征,阐述了现代物流管理的理论框架;通过对国内外物流业发展的比较分析,指出了我国物流业发展中存在的差距及其宏观与微观原因。 其次,分析了现代物流产业形成发展的环境条件与一般动因,运用交易费用理论成功地解释了物流联盟的形成机理,认为物流联盟是交易协调的“双边规制”在物流领域内的应用,同时还指出交易协调的“三方规制”在物流领域的应用就是第三方物流,并结合核心竞争力理论对第三方物流形成发展机理进行了探讨。 物流系统构建的内容十分广泛,论文仅针对现代物流与传统物流的不同之处,从物流组织形式、配送中心建设、网点布局规划和信息系统建设等方面分别展开研究。 管理创新是企业发展现代物流的最有效途径。论文从个案分析和统计调查入手,说明了物流服务内容拓展的基本情况,指出了物流服务形式的创新之处。将系统管理思想运用于物流运作的定量优化,建立了一个供应 武汉理工大学博士学位论文链优化模型。并从供应链整体效益出发考察物流成本,把它分为移动成本和持有成本两大类,在分析各自性状的基础上提出了优化决策方法。 最后,针对企业和政府给出了一些对策和建议。 敝分析了我国企业物流所面临的压力和挑战,建立了企业物流的自营与外购。决策模型,分别针对制造、批发与零售企业,提出了物流系统转型的方法和策略;以市场调查为依据,分析了我国物流市场的需求状况,提出了专业物流企业开拓市场的主要目标和方法,还深人探讨了几类传统物流企业融入现代物流的方式与途径。 通过介绍国外政府在发展现代物流业中的主要做法,归纳了政府在此过程中的主要作用;论文还介绍了深圳物流业发展现状及其有利条件与不利因素,并把深圳作为地方政府的典例,指出了我国政府在发展现代物流业的过程中应采取的管理与协调策略、扶持与规范策略、规划与投资策略。

【Abstract】 With the popularity of logistics concept in China,the understanding of logistics is being deepened,and the enthusiasm and initiative for developing logistics by all kinds of enterprises and governments are enhanced constantly too. However,owing to the differences between China and the developed countries such as Europe,America,Japan,etc,it is hard to get satisfied result by copying others’ experience and models mechanically. Recently Chinese enterprises and governments are all facing the same problems;they don’t know where to start and how to carry out logistics. So it is important to digest,improve and absorb the achievements of foreign logistic theories and practices,seek the common regularity from numerous successful cases,and master the general mechanism of logistics industry. Besides,in accordance with the reality of China,it is necessary to develop some feasible logistic management and operational methods as guidelines for China’s logistics industry.Firstly,based on the exploration of the implication,classification,value and function of logistics,the basic characteristics of modern logistics and the theoretic framework of logistic management are summed up. Then by comparing the logistics industry development in China with other countries,some gaps and the relevant reasons are pointed outSecondly,after the environment and general motive needs for logistics industry development are dealt with,the forming mechanism of logistic alliance is clarified successfully with the transaction cost theory. In the dissertation,logistic alliance is considered as an application of "bilateral law" of transaction coordination in the field of logistics,and the application of "trilateral law" of transaction coordination in the field of logistics is third party logistics (TPL). Also,the mechanism of TPL development is probed through the core competitiveness theory.Due to the extensive content of logistic system construction ,the difference between modern logistics and traditional logistics is focused on. The organization of logistics,the construction of distribution center,the plan and layout of network and the development of information system are researchedrelevantly.Since management innovation is the most effective way to develop logistics for enterprises,the subsequent part deals with certain innovation ideas. Starting from individual case analysis and statistic survey,the basic situation about service content expansion and the innovation about service form are illustrated. A supply chain model is established by applying systematic management idea into the quantitative optimization of logistic operation. And logistic cost,which is classified into motion cost and holding cost,is assessed taking into account the overall benefit of supply chain. After analyzing characteristics of the costs,some optimized decision making methods are given.Finally,some suggestion for the enterprises and governments are advanced.With the pressure and challenge facing China’s enterprise logistics being analyzed,a model used for deciding self-reliance or outsourcing regarding enterprise logistic task is first established. Then,some methods and tactics to reform the current logistic system are presented for manufacturing,wholesale and retail enterprises respectively. After that,according to market survey,China’s logistic demand is observed,and the objective and means to open up the market for the professional logistic enterprises is put forward. Finally,some methods and ways for several categories of typical traditional logistics enterprises to merge into modern logistics are given.As for the governments,its roles are streamlined after introducing the main practices of foreign governments. The dissertation introduces the present situation of Shenzhen logistics industry and its strengths and weaknesses. Taking Shenzhen as an example of the local government,administration and coordination strategies,support and control strategies,planning and investment strategies for the government to refer to are pointed out.
